Mod server

The mod server was once used to help in the distribution of mods. We had a bare bones version once, but could never get people to host or use it. Well, to be honest, it was never that popular in the Half-Life era either. And as such I haven't put any new work into it. Due to how I wrote the Master server, modifying it to turn it into a mod server would not be that difficult. There seems to be some interest in the idea right now, so I might go and do that soon. It's been asked before, so: The reason there's no code here is because I didn't write the early mod server version. I don't have those rights, and I only have a general idea of how it works. Ergo, no code for you.
